Layering note: The torso melee rating is 3d+0, plus 1d+0 (half the 1d+2
rating of the vest against blunt trauma). The torso ballistic rating is 2d+2
(the vest), plus 1d+0 (half the 2d+0 rating of the outer armor against
firearms).
Design note: The armor in the reference picture is probably Atomic Era
rather than Late Atomic Era. Shifting the tech era while keeping the same
mass drops the base cost to 1100Cr and the stats to:
